Privacy-Preserving Federated Data Exchange

ICTU

ICTU needed a trusted way for citizens to authorize private service providers to use government-held data without weakening privacy or control. The proof of concept established a common model for identity, consent, purpose-limited access, and accountability across the Dutch Federated Data System. Every exchange can be authorized, recorded, and audited.

The engagement

The model gives citizens control over who may use their government-held information and for what purpose. MijnOverheid acts as the central point of authorization, while consent checks, protected data gateways, and privacy safeguards govern every request. Transactions are recorded for oversight and audit, creating a clear chain of accountability across public and private participants. ICTU received a practical blueprint for trusted data exchange, including the security decisions and onboarding requirements needed to move toward wider adoption.
